Pennsylvania requires registration and a license for Charter Boat & Fishing Guides. This includes any person desiring to be a charter boat operator or a fishing guide in Pennsylvania.


  • Application fee is $100 for residents, and $400 for nonresidents
  • License valid for one calendar year, expiration on December 31
  • Requires a boating safety education certificate issued by the Commission
  • Boat operator’s license issued by the U.S. Coast Guard
  • General liability insurance for duration of license
  • CPR and First Aid certificate
  • Pennsylvania fishing license and permits for the waters in which you fish
