How to Become a Fishing Guide in Washington

Washington requires licensing for Charter Boats and Fishing Guides, Food Fish Guide and Game Fish Guide, Whitewater River Outfitter License, and Washington Department of Labor and Industries Inspection and License. These are different licenses for fishing guides, outfitters, and boats for hire.


  • A driver’s license or other government-issued identification number and the jurisdiction of issuance
  • A Unified Business Identifier (UBI) Number
  • Proof of current first aid and CPR certification
  • A certificate of insurance for commercial liability coverage of at least $300,000
  • A copy of a valid license issued by the United States Coast Guard (USCG) if the applicant will carry passengers for hire on a motorized vessel in federally recognized navigable waters
  • Application fee for Food Fish Guide: (resident) $370 and (nonresident) $525
  • Application fee for Game Fish Guide: (resident) $480 and (nonresident) $555
